I will try and bring my opinion into what are Lazio's problems nowadays,

Beside having a President thaht don't spend a penny on useful transfers (the last one was Zarate and to nbe called useful is a big word and we know how it ended). Hernanes made one good season and is having lot of trouble today.

Stop putting lot of hopes on Steafno Mauri. He is a good player but is 31 years old.
If we want to build a scudetto team, we need 25-27 year old world (or at least) italian class players,
not old average players.
Klose is an amazing signing, but where will he be next year. Remember lotito about Hernanes : "I will not sell him for 50 millions) and today Hernanes is making awful performances.
Anyways, we need good young midfielders. We will not be able to get the scudetto today nor tomorrow. I think if a good strategy is applied this summer, we can achieve the title in 3 years. Look at Napoli. I don't think they can get the scudetto but they are building a stable team, and making money with the Champions league.
We need young players, known players (so the world can see us play again ($$ from tv retransmission)) so Lazio can become visible on the European scene.
Lotito is an average president. He is helping Lazio get rid of it's debt. But we need another strategy : we need a big Romanian (Rome) family with money and power. We don't wanna be the "bad guys" anymore (compared to the Berluscuni, anielli and others.

Reja : to be quick : he finished his job at Lazio. We need a younger and more "balled" trainer : someone young with guts... or someone old and crazy (Mazzari, Capello like !!) Why not Zoff ??
